My Perspective
After 20+ years implementing network and cloud infrastructure across finance, retail, healthcare, and public sector, I've seen a clear pattern: cloud success strongly links to an organisation's readiness. Yet surprisingly few organisations do thorough readiness checks before starting their cloud journey.
In financial services, I've worked with two organisations that got cloud adoption right. Both created solid readiness frameworks, invested in technical skills, and set up clear processes before starting. Their cloud projects ran smoothly, hitting timeline and budget targets because they understood their readiness and planned properly.
The contrast with unprepared organisations is stark. One private company's cloud move was driven by leadership's personal ambitions rather than technical or business readiness. Despite clear warning signs, they pushed ahead with an aggressive timeline. The result? A programme that's blown its budget many times over, missed countless deadlines, and created massive technical debt that will take years to fix.
The public sector offers equally useful lessons. One organisation bravely admitted they weren't cloud-ready after our assessment. Instead of rushing ahead, they chose a 2-4 year preparation plan, refreshing their on-premise systems while building cloud capabilities. This patient approach will likely save them millions.
In contrast, another public sector body ignored all warnings about their poor cloud readiness. What was planned as a one-year cloud migration is now in its fourth year with no end in sight. Their story shows how overconfidence and poor readiness assessment leads to long, expensive, and frustrating cloud projects.
These experiences led me to create this framework for assessing cloud readiness in small and medium businesses. Drawing from both successful and struggling cloud adoptions, it offers a structured way to evaluate and build cloud readiness. The framework is practical and accessible, using qualitative metrics that don't need extensive resources but still give valuable insights into how prepared an organisation is for cloud.
This paper details my assessment methodology, giving organisations a tool to evaluate their cloud readiness and spot areas needing attention before starting their cloud journey. By understanding and addressing these key readiness elements, organisations can greatly improve their chances of cloud success - or make the smart choice to delay cloud adoption until they're truly ready.

Most importantly, cloud readiness exists on a scale rather than as a yes/no state. You don't need to reach the highest level in all areas before starting your cloud journey, but you should understand your current position and develop plans to address gaps. Some organizations might wisely delay cloud adoption until they develop greater maturity in critical areas, while others might take a step-by-step approach, starting with simpler workloads while building capability for more complex migrations.
For small and medium businesses, this framework offers a practical tool for navigating complex cloud adoption decisions. The framework employs a five-level maturity model that provides a clear progression path from initial, unstructured approaches through to optimised, continuously improving processes. Each level represents a significant step up in organisational capability and readiness.
Level 1: Initial/Ad Hoc
At this level, processes are typically undocumented and in a state of dynamic change. Success depends mainly on individual effort and heroics, and outcomes are unpredictable. Organisations at this level often exhibit:

Level 2: Repeatable but Intuitive

Level 3: Defined Process
Processes are documented, standardised, and integrated into the organisation. All projects use approved, tailored versions of the organisation's standard processes. Key attributes include:

- Process measurement and monitoring initiated
- Active risk management

Level 4: Managed and Measurable
The organisation monitors and measures process compliance and takes action when processes appear to be working ineffectively. Processes are under constant improvement and provide good practice. Automation and tools are used in a limited and fragmented way. Characteristics include:
- Comprehensive process metrics collected and analysed
- Predictable process performance
- Effective risk management and mitigation
- Automated tools used for monitoring and control
- Regular process refinement based on metrics
- Proactive rather than reactive approach

Level 5: Optimised
Processes are refined to a level of best practice, based on results of continuous improvement and maturity modelling with other organisations. IT is used in an integrated way to automate workflows, providing tools for improving quality and effectiveness. Organisations at this level demonstrate:

This metric goes beyond simply counting certifications or years of experience - it evaluates the depth and breadth of practical cloud knowledge, the organisation's ability to develop and maintain cloud skills, and its capacity to execute cloud initiatives effectively.
Key Areas of Assessment
The assessment of technical skills maturity focuses on four critical dimensions that together provide a comprehensive view of an organisation's technical capabilities.
Cloud Technology Expertise forms the foundation of the assessment, examining practical knowledge of cloud platforms and services. Rather than focusing solely on certifications, we look for evidence of hands-on experience with key concepts such as infrastructure as code, containerisation, microservices architectures, and cloud-native development practices. The emphasis is on practical application rather than theoretical knowledge.
Modern Practice Adoption provides insight into how well the organisation has embraced contemporary IT methodologies. This includes examining the understanding and implementation of DevOps practices, automation frameworks, and continuous integration/deployment pipelines. We look for evidence of these practices being actively used and delivering value, not just existing as aspirational goals.
The Skills Development Framework reveals how the organisation approaches technical capability building. This encompasses formal training programs, certification paths, and knowledge sharing practices. The assessment considers both the structure of these frameworks and their effectiveness in practice, including how well they align with the organisation's strategic technical needs.
External Expertise Utilisation examines how effectively the organisation leverages outside resources. This includes relationships with consultants, managed service providers, and vendor partners. The assessment looks for a balanced approach between building internal capabilities and strategically utilising external support.
Maturity Level Characteristics
At Level 1 (Initial/Ad Hoc), organisations typically lack any formal cloud skills development program. Technical knowledge exists in isolation, with heavy reliance on individual expertise and external support. Cloud initiatives are approached reactively, and traditional IT practices dominate.
Moving to Level 2 (Repeatable but Intuitive), organisations begin showing pockets of cloud expertise. While some staff may hold cloud certifications, there's no coordinated program for skills development. Modern practices start appearing but implementation remains inconsistent. Knowledge sharing happens informally, and external expertise is still heavily relied upon.
At Level 3 (Defined Process), structured training programs emerge for cloud technologies. The organisation implements documented processes for modern practices, and regular knowledge sharing becomes the norm. Skills gap analysis drives development planning, and external expertise is used more strategically.
Level 4 (Managed and Measurable) organisations demonstrate comprehensive technical capabilities aligned with business needs. Modern practices are widely adopted with measurable outcomes. Knowledge management becomes systematic, and skills development aligns closely with the technology roadmap. External expertise shifts primarily to strategic initiatives.
The highest level of maturity, Level 5 (Optimised), is characterised by a pervasive continuous learning culture. The organisation demonstrates leading-edge expertise in cloud technologies, with modern practices fully integrated into daily operations. Innovation becomes systematic, and knowledge sharing creates a self-sustaining ecosystem. External partnerships focus on driving innovation rather than filling gaps.
Assessment Approach
The technical skills assessment focuses on observable behaviors and tangible evidence rather than relying heavily on interviews and subjective discussions. This approach enables leadership to make more objective assessments of their organisation's capabilities.
Observable Indicators
Technical leadership can assess capability through day-to-day operational evidence. For instance, examine how teams approach infrastructure changes: do they manually configure systems, or do they use infrastructure as code? When faced with repetitive tasks, do teams automate them? The consistent use of version control, code review processes, and automated testing indicates higher technical maturity.
Measurable Outcomes
Look for quantifiable indicators of technical capability through metrics like environment provisioning time, deployment frequency and success rates, incident resolution times, and system reliability measures. These concrete measurements provide clear evidence of technical maturity levels.
Skills Matrix Assessment
Technical managers should maintain skills matrices for their teams based on practical evidence rather than theoretical knowledge. High ratings should be supported by examples of implemented solutions and demonstrated capabilities in areas like cloud operations, infrastructure automation, security implementation, and modern development practices.
Project and Change Analysis
Examine recent technical changes and project deliveries for indicators of maturity such as well-documented architecture decisions, consistent automation use, thorough testing practices, and comprehensive monitoring implementation. The quality and consistency of these deliverables provide clear evidence of technical capability.
